FRANKLIN, Ind. - Indiana Department of Transportation (INDOT) contractor Milestone Contractors, L.P., is set to begin Phase 3 of the six-phase corridor improvement project on U.S. 31 in Franklin.
On or after Monday, March 2, Phase 3 intersection improvement work will begin on U.S. 31 between Franklin Lakes Boulevard and Westview Drive/North Main Street. Phase 3 is expected to be finished in the fall of 2026, weather permitting. It includes:
- Reduced conflict intersections at U.S. 31 and Hospital Road, Madison Street, West King Street, Banta Street, Mallory Parkway, and Lemley Street
- Reduced conflict at the intersection median U-turn and restricted crossing U-turn lanes
- New lighting and pedestrian facilities
Drivers can expect the following traffic restrictions throughout the initial Phase 3 work:
- (Beginning on or after Monday, March 2) The right lanes of northbound and southbound U.S. 31 will be closed between Franklin Lakes Boulevard and Westview Drive/Main Street through late May
- (Beginning on or after Monday, March 2) Hospital Road will be closed at U.S. 31 through mid-March
- (Beginning on or after Thursday, March 5) Madison Street will be closed at U.S. 31 through mid-March
- The work zone speed limit will be reduced to 30 mph

This work is part of a $66.2 million intersection improvement contract awarded to Milestone in February 2025. The overall contract work is anticipated to be complete in 2028. Additional information about the overall project can be found on the INDOT Southeast webpage.
