FRANKLIN, Ind. - Indiana Department of Transportation (INDOT) contractor Milestone Contractors, LP continues work on Phase 3 of the six-phase U.S. 31 corridor improvement project in Franklin.

Phase 3 limits are located on U.S. 31 between Hospital Road and North Main Street. Completed, current, and remaining Phase 3 work includes:

  • U.S. 31 and Mallory Parkway now operates as a signalized, reduced conflict intersection
  • Traffic signal and/or concrete center curb installation is underway at U.S. 31 and Hospital Road, Madison Street, West King Street, Banta Street, and Lemley Street
  • Sidewalk preparation and pouring, walking path preparation, and topsoil grading work are currently taking place along U.S. 31

Crews will install the final roadway surface and permanent lane markings after completing these items.

Northbound and southbound U.S. Highway 31 will remain reduced to one lane throughout Phase 3 construction. Drivers should also expect temporary, short-term local road closures during this period.

Phase 3 is on track for substantial completion by the end of 2026. Final surfacing and pavement markings may be installed in spring 2027.

INDOT will provide updates as work progresses via INDOT News, Facebook, and X . Information on what is coming to U.S. 31 is here.

This work is part of a $66.2 million intersection improvement contract and is scheduled to be complete in 2028. All work remains weather-dependent, and schedules are subject to change.
