BCSO, Arc of Bartholomew County offer 'Blue Envelope' program

COLUMBUS, Ind. - The Bartholomew County Sheriff’s Office (BCSO), in partnership with The Arc of Bartholomew County, announces the implementation of the Blue Envelope program, effective May 1.

Blue Envelope is a safety and communication initiative designed to support individuals with autism spectrum disorder and intellectual /developmental disabilities during interactions with law enforcement and first responders.

The program helps reduce stress, improve understanding, and promote safer outcomes during traffic stops or other public safety encounters.

Participants receive a distinctive blue envelope to store essential documents such as a copy of the participant’s driver’s license, vehicle registration, and insurance information. The envelope also includes guidance for both the individual and the responding officer.

When presented during an interaction, the blue envelope serves as a non-verbal indicator that the individual may have communication differences or sensory sensitivity.

By implementing the Blue Envelope program, The Arc and BCSO aim to strengthen community trust, enhance law enforcement awareness, and ensure informed interactions with all residents.

Blue envelopes will be available beginning May 1 and may be picked up at the Bartholomew County Sheriff’s Office or through The Arc of Bartholomew County.
