GREENWOOD, Ind. — City officials and local homebuilders gathered Monday evening as the Greenwood Advisory Plan Commission conducted a state-mandated public hearing regarding Indiana House Enrolled Act 1001.
The hearing, required by the state before January 1, 2027, aims to review local municipal zoning codes to identify strategies for encouraging and expanding housing availability across Indiana.
City planning staff presented several key areas under evaluation, including permitting higher-density housing types such as duplexes, triplexes, accessory dwelling units (ADUs), and adaptive reuse of commercial structures. Staff also outlined potential updates to development standards, including floor area ratios, setback reductions, maximum parking limits in walkable zones, and streamlined review procedures.
The hearing drew public feedback from local builders, who raised concerns regarding proposed garage setback regulations requiring garages to sit 15 to 20 feet behind a home's front facade. Opponents noted that strict garage setbacks increase concrete costs for homebuyers and limit architectural choices without lowering overall home prices.
City planners noted that the input from the hearing will help shape upcoming text amendments to Greenwood’s Unified Development Ordinance.
