FRANKLIN, Ind. – Indiana Department of Transportation (INDOT) contractor Milestone Contractors, L.P., is continuing work on Phase 2 of a six-phase intersection improvement project on U.S. 31 in Franklin. Phase 1 of the project was completed in late October 2025.
FRANKLIN, Ind. – Indiana Department of Transportation (INDOT) contractor Milestone Contractors, L.P., is continuing work on Phase 2 of a six-phase intersection improvement project on U.S. 31 in Franklin. Phase 1 of the project was completed in late October 2025.
Phase 2 intersection improvement work continues on U.S. 31 between South Main Street and West Jefferson Street in Franklin. The following traffic restrictions remain in place as Phase 2 work progresses:
- The left lanes of northbound and southbound U.S. 31 will remain closed between Jefferson Street and East 80 South.
- The temporary U-turn location will remain available at the intersection of U.S. 31 and East County Road 80S.
Overall, the work on Phase 2 is expected to be complete in early 2026. Remaining tasks include the installation of pavement markings, permanent signage, signal detection loops, traffic signals, and final utility connections.
Phase 2 was previously scheduled to be completed in late 2025. The schedule has been modified due to the procurement of materials, utilities, and inclement weather. The previous update on Phase 2 is available on the project page.
Phase 3 of the project is anticipated to begin in Spring 2026. INDOT will provide additional information and updates as work progresses via INDOT News, Facebook, and X. Find information on what is coming to U.S. 31 here.
This project is part of a $66.2 million intersection improvement contract awarded to Milestone in February 2025. The complete contract work is anticipated to be finished in 2028. Additional information about the overall project can be found on the INDOT Southeast webpage.
